Park Timbers subdivision is a covenant control neighborhood that is overseen by the Park Timbers Homeowners Association Board of Directors. Adherence to the Covenants, By-laws, Standing Rules and Community Rules are mandatory, binding and legally run with the property (even upon transfer from one owner to another). Below is a description of the PTHOA Committees and contact information for each.

PTHOA’s Covenants require every Park Timbers homeowner to obtain written approval from the PTHOA Architectural Control Committee (“ACC”) for any building or other improvement erected, placed or altered on any property within the subdivision. The construction plans and specifications showing the location of the structure or improvements, as well as the materials, colors and similar type information must be submitted to the ACC for written approval as to quality of materials and proposed workmanship, conformity and harmony of external design with existing structures in the subdivision, conformity with the Covenants and other Community documents.
Homeowners are requested to submit their request for any modifications at least 14 days prior to any work is scheduled to begin to allow sufficient time for the Committee to review the request and to respond as to whether the proposed work is approved. Failure to obtain Architectural Control Committee approval is a Covenant violation.
THE PURPOSE OF THE ACC:
● Review written requests from and plans for homeowner construction or modification to the exterior of property located within the Park Timbers Subdivision.
● Approve in writing such requests or plans after Committee members’ acceptance and, if necessary, presentation to the Park Timber Board of Directors.
● Approval may be dependent upon the homeowner obtaining all necessary New Orleans City permits before construction or modifications commence.
● Approval may require that the homeowner obtain agreement with adjacent neighbors before construction or modifications commenced.
TYPES OF ACC PROJECTS REQUIRING WRITTEN APPROVAL (INCLUDING BUT IS NOT LIMITED TO)
● Painting of the exterior of the house or garage (including trim, shutters, etc.)
● Repair or replacement of garage doors
● Change in windows
● Additions to the structure (e.g. patios, walkways, pools, garages, etc.)
● Playhouses/structures/swing sets
● Sheds (no matter how small)
● Tree Houses
● Gazebos
● Saunas or Hot Tubs
● Awnings, Gutters and Shutters (including hurricane shutters)
● Conversions
● Fencing (both height and placement restrictions apply)
● Replacement of Doors and/or Windows
● Driveway and/or Sidewalk re-paves
● Solar Power Screens and/or Panels
● Outdoor Siding/Hardy Board
● Any repair, alteration, remodel, or change of any portion of the exterior of the home, garage or property.

The Duties of the Budget & Finance Committee are:
● Assist the Treasurer in preparing the Annual Budget.
● Analyze, plan, and provide recommendations for financial needs.
● Perform reviews of the Park Timbers Homeowners Association financial records.
The duties of the Covenants, Rules and Zoning Committee are to:
● Be responsible for enforcing the Park Timbers’ (Sections 1 through 4) Residential Area Covenants, By-Laws, Standing Rules and Community Rules.
● Observe compliance with the Community Rules.
● Review and act upon any complaint concerning violations of the Community Rules.
● Report Committee findings to the Park Timbers Board of Directors.
● Stay aware of local zoning issues and their possible effect on this community.

The purpose of this Committee is to attend local governmental or civic meetings and report back vital information to the Park Timbers Board of Directors.
The purpose of this Committee is to take under advisement any legal concerns on behalf of the Park Timbers Homeowners Association.
The duties of the Publicity/Communications Committee are to:
● Coordinate the publication of the Park Timbers Newsletter.
● Help to secure advertisers for the Newsletter.
● Oversee the Park Timbers official website.
● Handle any public relations issues that may arise.

The Duties of the Maintenance Committee are to:
● Supervise the lawn-care personnel who provide mowing, trimming and cleanup in common areas within the subdivision, outside the General De Gaulle brick wall and around the Lennox Boulevard sign.
● Oversee repairs and projects of all common areas
● Oversee repairs and maintenance of the brick wall.
● Coordinate maintenance needs of the 1 Park Timbers property with the Community Center and Swim, Fitness and Tennis Club Committee.
The Duties of the Park Timbers Membership Committee are to:
● Keep an up-to-date roster of Park Timbers homeowners
● Publish an annual Membership Directory.
● Organize the neighborhood, Welcome Committee, and Block Captains.
The Membership Directory is for the exclusive use of Park Timbers residents and is NOT to be used for any type of solicitation purposes or distributed outside of our residents. The Membership Committee’s primary objective is to contact new residents moving into our neighborhood and provide them with copy of our Covenants and Bylaws, as well as copy of our Membership Directory.
If you are new to Park Timbers or have a change in information
The Duties of the Park Timbers Security Committee are to:
● Establish security protocols within the subdivision (including the use of cameras and outside contracted security patrols).
● Maintain contact with the NOPD for emergency needs.
● Be the contact for security problems as needed and report issues in the Park Timbers Newsletter.
● Attend the monthly APAC meeting.
The Security Committee is actively involved with the residents of our community and the New Orleans Police Department. The Security Committee helps our residents coordinate with each other to assist in a greater awareness of activity within the subdivision. Park Timbers has a “No Solicitation” policy, which means that solicitors are not allowed to walk or canvas our area. If you observe solicitors in the neighborhood, please contact a member of the Security Committee or the New Orleans Police Department to have the solicitor escorted out of the subdivision.
If any criminal conduct or incidents occurs within Park Timbers, the resident should contact NOPD immediately. After contact with the NOPD and your situation is secure, please contact our Security Committee Chairs to report the incident internally.
